Welcome our new Water Resources Director, Special Districts Administrator, and Public Works Director

Pawan Upadhyay, PhD, Water Resources Director, Effective July 1, 2024
Dr. Upadhyay, previously Water Resources Director for the Shoshone-Paiute Tribes in Owyhee, Nevada, managing a $10 million budget and overseeing twenty-four staff, has been appointed as the new Water Resources Director for Lake County. With a background in research, data modeling, and Geographic Information Systems from prestigious universities, his expertise in water-related issues is paramount.
"We trust that Dr. Upadhyay has the ability to bring the data-driven leadership necessary to assess and respond to our water needs and challenges in Lake County," notes Bruno Sabatier, Chair of the Lake County Board of Supervisors. "With the depth of his expertise in water related issues, including water quality, we are grateful he has chosen Lake County and joins a team with tremendous strengths and passions for everything water."
Dr. Upadhyay is eager to contribute his expertise to manage Clear Lake and explore broader ecological trends in Lake County.

Robin Ruddock Borre, Special Districts Administrator, Effective July 8, 2024
Robin Ruddock Borre, a Lake County native, brings over twenty-five years of governmental management and administrative expertise to her new role as Special Districts Administrator. With a background in Business Administration and a strong track record in overseeing Public Works and Administration functions, she is recognized for her exceptional fiscal management skills. Previously serving as the Director of Public Works and Community Development for the City of Rio Vista, Ruddock Borre managed various operations and departmental responsibilities.
“We are very pleased Ms. Ruddock Borre is coming home to Lake County as Special Districts Administrator,” exudes Bruno Sabatier, Chair of the Lake County Board of Supervisors. “Her broad-based experience will make her an effective collaborator across County Departments.”

Glen March, Public Works Director, Effective Monday, June 29, 2024
Glen March, a seasoned professional with over thirty years of experience in engineering roles in both public and private sectors, including recent positions with the Cities of Hollister and East Palo Alto, is the new addition to Lake County's team. As a licensed professional engineer in California since 1993 and holding a Juris Doctor degree from the University of San Francisco, March brings a diverse skill set to his role as the incoming Public Works Director.
Lake County Board of Supervisors Chair, Bruno Sabatier, expresses gratitude for March's arrival and anticipates progress in advancing the county's Public Works priorities under his leadership.
March is enthusiastic about joining the County of Lake team and contributing to initiatives aimed at enhancing the Pavement Condition Index and ensuring safer streets for the community.
