Multi-Jurisdiction Hazard Mitigation Plan Underway

Public Input Helps Design the Mitigation Plan to Accurately Reflect Community Needs

In coordination with the cities of Lakeport and Clearlake, the Lake County Office of Emergency Services (OES) has launched the 2024-2025 Lake County Multi-Jurisdictional Hazard Mitigation Plan project, which seeks public input through Public Information Sessions.

Multi-Jurisdiction Hazard Mitigation Plan Underway

The 2024-2025 Multi-Jurisdictional Hazard Mitigation Plan project (MJHMP) is supported by The Resiliency Initiative (TRI), which was hired by Lake County OES, Clearlake and Lakeport. The plan aims to reduce disaster losses and ensure eligibility for FEMA disaster assistance and mitigation projects.

3-1224.1 Jurisdiction Map

Previously, Lake County, the City of Lakeport and the City of Clearlake each had its own local hazard mitigation plan (LHMP). The LHMPs for the City of Lakeport and the City of Clearlake were last updated in 2018 and require updating. After thorough discussion, the leadership of these jurisdictions determined it would better serve the community needs to combine the plans into a multi-jurisdictional hazard mitigation plan. This MJHMP would encompass all three jurisdictions and satisfy the updating requirement for the City of Lakeport and the City of Clearlake. To learn more about the history of the MJHMP, click here.

3-1224.2 Fire Hazard Map

The Lake County Board of Supervisors approved a Resolution establishing a Hazard Mitigation Planning Committee (HMPC) comprised of County Departments, Incorporated Cities, Tribal Nations, Fire Districts, Special Districts and other governmental partners, members of the public and stakeholders including local, regional, state, tribal and federal agencies. The Lake County OES chairs the committee and organizes the planning process. The HMPC meets as needed to approve a comprehensive Hazard Mitigation Plan and conduct annual reviews, ensuring the process is thorough, concise and accurately reflects the needs of the Operational Area.

3-1224.3 Public Input

Public input is critical to designing an MJHMP that accurately reflects the community's needs, which has taken place during Public Information Session 1. To begin the update process, Lake County OES, the City of Lakeport and the City of Clearlake hosted public information sessions in October and December 2024 and included sessions in Clearlake, Lakeport and a virtual session for Unincorporated Lake County. Lake County OES, together with the City of Lakeport and the City of Clearlake, rely on county residents for their input to strengthen the MJHMP. All county residents are encouraged to check the Lake County OES website regularly for ongoing updates and information.
