Lake County Tackles Key Housing Challenges Through Strategic Plan
The HAIP outlines short- and mid-term goals to address housing needs, such as spurring local development and increasing the housing supply in the county.

Housing is a pressing issue, not only in Lake County, but across California — as reflected by the State’s recent push to dramatically expand housing development in this year’s budget. The HAIP offers residents a clear look at how Lake County is responding to this challenge.

The HAIP currently includes a Current Conditions Summary Report, Community Engagement Summary, Gap Analysis, and Goals and Strategies and Action Steps and Resources. The analysis and recommendations highlighted in the HAIP apply to all of Lake County, including the cities of Clearlake and Lakeport.
The Lake County Board of Supervisors hosted a presentation of the HAIP and the Site Analysis Report on Tuesday, July 29, 2025, at 9:00 AM in the Board Chambers in Lakeport. The presentation included a demonstration of associated Geographic Information System Resources (GIS), which supplement the HAIP with an interactive Parcel Map.

The HAIP outlines a set of near-term goals intended for completion within the first five years of implementation of the plan. Specifically, high priority near-term goals for the upcoming year include obtaining the Prohousing Designation, completing the Housing Element, updating the HAIP site inventory using GIS tools and launching the first phase of a Housing Rehabilitation program.
Overall, the near-term housing goals aim to increase the countywide supply of:
Senior Housing
Workforce Housing
Affordable Housing
Agricultural Housing
Transitional Housing
Affordable and Homeless Housing

One of the key goals outlined in the HAIP is to create a developer-friendly environment in Lake County. This effort supports Lake County’s near-term goal of attaining the Prohousing Designation and the broader goal of incentivizing new development to increase housing supply.
These are the action steps highlighted in the HAIP to encourage developers to build in Lake County:
Creating a Developer Portal
Creating an Accessory Dwelling (ADU) program
Establishing a developer point of contact
Implementing steps to streamline the permitting process

In addition to the immediate near-term goals, the HAIP details a series of mid-term housing goals that will be addressed within six to ten years.
Mid-term housing goals in the HAIP include:
Establishing or incentivizing the creation of a local Land Trust/ Community Land Trust to buy “checkerboard” lots
Developing strategies to address issues with mobile homes
Identifying climate resistant building techniques and alternative sustainable materials
Establishing or expanding first-time homebuyers program
Exploring opportunities for “agrihood” housing developments
Establishing mini-manufacturing plants for housing production
